Raw material:
 The cotton  textile industry is a market oriented industry.  Raw cotton is the raw  material for cotton textile induatry . raw cotton  is light non perishable easily transported and does not lose much ogf  its weight in the process of manufacturing. Therefore cotton industry differs fro  iron and steel industry in THE raw material which is not the deciding factor for its localization.
Power: 
As electricity can be transported long distances cheaply there has been  an increase in the proportion of industries which have a free choice of location.
Market:
 There is a justification for the industry to be located near the market BECUASE the industry has better advantage in selling the finished products and make adjustment readily with changed demand and changing fashions. The cotton textile industry is the therefore a market oriented industry. The industries are mostly located near the market not only in European countries but also in Asia India Pakistan  Bangladesh and China etc..
Labour: 
  All the densely populated areas which constitute markets are the source the of the cheap labour. Countries like Pakistan India China are the regular supplier of raw cotton as well as they are densely populated countries like Japan USA and European countries BECUASE they provide raw material cheap labour and ready market!!!
Transportation:
A good transportation and communication system is as essential as market as market. Easy means of communication in importing machinery and getting raw cotton and disposing of the finished goods to local and foreign markets are the  dominating factors i localization f cotton industry eg Manchester in England Osaka inJapan Shanghai in China Bombay iin India and Karachi in Pakistan by virtue of their coastal location and inland facilities of communication led them to be the largest industrial centres of the world..
Climate:
 Cotton fibers break in dry atmosphere. It require humid atmosphere. Thus the location of cotton textile industry in Karachi  Bombay Osaka hongkong and Manchester has been determined  by the moist climate of these place. The scientific and technological development has rescued the decency on climate. Now it is possible yo produce humidity by artificial means I.E humidifier . thus the industry can be located in dry region as well where other facilities are easily available. In Pakistan the industries are now established even in far flung but abundant supply of water is necessary for cotton textile industry. It is used in the nemerous washing operations of the industry.
